下崗再就業 Re-employment after being laid off

A policy vigorously promoted by the government to help laid off workers be re-employed. To improve the efficiency and profitability of State-owned enterprises since its adoption of the reform and opening-up, the country has begun to restructure state sectors through mergers, bankruptcy and the layoff of redundant employees. That has inevitably led to a large number of workers being laid off from overstaffed enterprises.
這是政府為幫助下崗職工再就業而大力推廣的一項政策。改革開放以來,為了促使國有企業增產增效,國家通過合并、破產以及裁員等方式對國有企業進行了重組。此舉無疑使人員過剩的企業有大量工人下崗。
To maintain social stability and improve living conditions of those laid off, the Chinese Government has also simultaneously launched a re-employment project nationwide to help jobless workers find new jobs by giving them occupational training, or granting them loans and preferential tax policies for them to be self-employed. The massive layoffs have also prompted the government to start building an all-inclusive social security network.
為了維護社會穩定并提高下崗職工的生活水平,中國政府同時還推出了全國性的再就業工程,通過提供職業培訓,發放貸款及出臺稅收優惠政策等措施幫助下崗職工再就業或者自主創業。大規模的下崗也促使政府開始著手建設覆蓋全面的社會保障體系。
