蟻貪多發生在基層公職人員（grassroots officials）中。與被稱作“老虎”的腐敗高官（corrupt high-ranking officials）相比，蟻貪的特征是單次金額少，受賄次數多、持續時間長、不容易被察覺（not very noticeable）。

“蟻貪”任其發展必危及經濟發展和社會穩定，破壞黨和政府形象（undermine the government image），影響黨群干群關系（estrange the government from the people）。
