2017年10月18日，習近平總書記在黨的十九大報告首次提出“鄉村振興戰略（the strategy of rural vitalization）”，這是黨的十九大作出的重大決策部署，也是新時代做好“三農”工作的總抓手。

什么是“鄉村振興”

鄉村振興（rural vitalization）是以農村經濟發展（rural economic development）為基礎，包括農村文化（rural culture）、治理（governance）、民生（livelihood）、生態（ecological environment）等在內的鄉村發展水平的整體性提升。要按照產業興旺、生態宜居、鄉風文明、治理有效、生活富裕（to build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and prosperity）的總要求，統籌謀劃農村經濟建設、政治建設、文化建設、社會建設、生態文明建設和黨的建設，注重協同性、關聯性、整體性，推動農業全面升級、農村全面進步、農民全面發展（agricultural upgrading, rural progress and farmers' development in an all-round way）。

實施鄉村振興戰略的重要性

“農業農村農民問題是關系國計民生的根本性問題，必須始終把解決好“三農”問題作為全黨工作重中之重。”（十九大報告）
Issues relating to agriculture, rural areas, and rural people are fundamental to China as they directly concern our country's stability and our people's wellbeing. Addressing these issues should have a central place on the work agenda of the Party.

鄉村振興戰略部署

2018年2月4日，《中共中央國務院關于實施鄉村振興戰略的意見》發布，對實施鄉村振興戰略進行了全面部署。

文件指出，實施鄉村振興戰略，是解決人民日益增長的美好生活需要和不平衡不充分的發展之間矛盾（to address the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life）的必然要求，是實現“兩個一百年”奮斗目標（to realize the Two Centenary Goals）的必然要求，是實現全體人民共同富裕（to achieve prosperity for all）的必然要求。

實施鄉村振興戰略的目標任務

到2020年，鄉村振興取得重要進展，制度框架和政策體系基本形成（the strategy should have established an institutional framework and policy system）；

到2035年，鄉村振興取得決定性進展，農業農村現代化基本實現（decisive progress shall be made, with basic modernization of agriculture and rural areas）；

到2050年，鄉村全面振興，農業強、農村美、農民富全面實現（rural areas should have strong agriculture, a beautiful countryside and well-off farmers）。

產業振興

要推動鄉村產業振興，緊緊圍繞發展現代農業，圍繞農村一二三產業融合發展，構建鄉村產業體系，實現產業興旺，把產業發展落到促進農民增收上來，全力以赴消除農村貧困，推動鄉村生活富裕。
We will vitalize rural industries and build an industrial system that focuses on promoting agricultural modernization and the integrated development of the primary, secondary, and tertiary industries in rural areas. Thriving businesses will help farmers to increase income, going to all lengths to eliminate poverty and achieve prosperity in rural areas.

生態宜居

要推動鄉村生態振興，堅持綠色發展，加強農村突出環境問題綜合治理，扎實實施農村人居環境整治三年行動計劃，推進農村“廁所革命”，完善農村生活設施，打造農民安居樂業的美麗家園，讓良好生態成為鄉村振興支撐點。
We will promote rural ecological vitalization, pursue green development, and step up efforts in dealing with significant issues concerning rural ecological environment. The three-year action plan on rural living environment improvement will be thoroughly implemented, the "toilet revolution" carried forward in rural areas, and living facilities upgraded, so that a beautiful home where farmers can live and work in peace will be built, with sound a ecological environment serving as the backbone of rural vitalization.

鄉風文明

要推動鄉村文化振興，加強農村思想道德建設和公共文化建設，以社會主義核心價值觀為引領，深入挖掘優秀傳統農耕文化蘊含的思想觀念、人文精神、道德規范，培育挖掘鄉土文化人才，弘揚主旋律和社會正氣，培育文明鄉風、良好家風、淳樸民風，改善農民精神風貌，提高鄉村社會文明程度，煥發鄉村文明新氣象。
We will push forward the revitalization of culture in rural areas under the guidance of socialist core values, and strengthen ideological and moral education, as well as public cultural services. Concepts, humanism and moral codes in traditional rural culture will be further explored, talents in related sectors cultivated, and mainstream values and social norms highlighted. In this way, rural civilization, good family virtues and simple folkways will be formed, the overall outlook of farmers and rural civilization improved and a fresh prospect of rural civilization will be in sight.

治理有效

加強農村基層基礎工作，健全自治、法治、德治相結合的鄉村治理體系。培養造就一支懂農業、愛農村、愛農民的“三農”工作隊伍。
We will strengthen basic services in rural communities, and improve the rural governance model which combines self-governance, rule of law, and rule of virtue. We will train professional rural service personnel who have a good knowledge of agriculture, love our rural areas, and care about rural people.

生活富裕

增加農民收入，要構建長效政策機制，通過發展農村經濟、組織農民外出務工經商、增加農民財產性收入等多種途徑，不斷縮小城鄉居民收入差距，讓廣大農民盡快富裕起來。
To increase farmers' income, a long-term policy mechanism should be established that reduces the income gap between urban and rural residents by developing the rural economy, introducing employment and business opportunities to farmers and increasing income from property, and helping all the farmers achieve common prosperity as soon as possible.
