習近平指出，現在距離2020年完成脫貧攻堅目標任務只有兩年時間，正是最吃勁的時候，必須堅持不懈做好工作，不獲全勝、決不收兵。

習近平在講話中明確，脫貧攻堅的標準，就是穩定實現貧困人口“兩不愁三保障”：

They should no longer need to worry about food and clothing while enjoying access to compulsory education, basic medical care and safe housing.
不愁吃不愁穿，義務教育、基本醫療、住房安全有保障。

2018年8月19日，《中共中央、國務院關于打贏脫貧攻堅戰三年行動的指導意見》發布。

意見》重申了我國脫貧攻堅戰的目標：到2020年，農村貧困人口實現脫貧，貧困縣摘帽（lifting all rural poor and impoverished counties out of poverty），消除絕對貧困（eliminating absolute poverty），貧困地區和貧困群眾同全國一道進入全面小康社會。

《意見》提出，到2020年，實現貧困地區基本公共服務主要領域指標接近全國平均水平。集中連片特困地區（contiguous poor areas）和革命老區（old revolutionary bases）、民族地區及邊疆地區（ethnic minority and border areas）發展環境明顯改善，深度貧困地區如期完成全面脫貧任務。

《意見》明確，到2020年，鞏固脫貧成果，通過發展生產（fostering distinctive industries）脫貧一批，易地搬遷（advancing relocation）脫貧一批，生態補償（carrying out ecological restoration）脫貧一批，發展教育（strengthening education）脫貧一批，社會保障（improving social security）兜底一批，因地制宜綜合施策（taking targeted and differentiated measures），確保現行標準下農村貧困人口實現脫貧，消除絕對貧困；確保貧困縣全部摘帽，解決區域性整體貧困（alleviate regional poverty）。

習近平指出，

The practices of formalities for formalities' sake and bureaucratism hamper the effective advancement of poverty reduction, he said, stressing a firm hand in rectifying malpractices in poverty relief.
要整治問題不手軟。脫貧攻堅工作中存在的形式主義、官僚主義現象，影響脫貧攻堅有效推進。

He ordered efforts to redress undesirable conduct of officials in a timely manner, as well as special campaigns to target corruption and bad conduct in poverty reduction.
要及時糾正脫貧攻堅中反映的干部作風問題，深化扶貧領域腐敗和作風問題專項治理。
