顧誦芬、王大中獲國家最高科學技術獎

Two scientists, aircraft designer Gu Songfen and nuclear expert Wang Dazhong, won the State Preeminent Science and Technology Award on Wednesday for their outstanding contributions to scientific and technological innovation.
11月3日，飛機設計大師顧誦芬和核能科學家王大中因在科學技術創新中的突出貢獻榮獲國家最高科學技術獎。

Gu, born in 1930 in Jiangsu province, is a renowned aircraft designer.
顧誦芬，1930年出生于江蘇，我國著名飛機設計大師。

He was in charge of the aerodynamic design of the Shenyang JJ-1, the Nanchang CJ-6, and the Shenyang J-8 and J-8-II, laying the foundations of subsonic and supersonic aircraft design in the country.
他主持了殲教1、初教6、殲8、殲8Ⅱ飛機氣動布局設計，奠定了我國亞音速飛機和超音速飛機氣動力設計的基石。

Wang, born in 1935 in Hebei province, is an internationally renowned nuclear energy scientist and educator.
王大中，1935年出生于河北，國際著名的核能科學家、教育家。

Wang has worked in nuclear energy technology for decades, presiding over the research, design, construction and operation of China's first 5 mW Low Temperature Nuclear Heating Reactor (NHR-5) and the nation's first 10 mW High Temperature Gas-Cooled Reactor (HTR-10).
他在先進核能技術研發領域幾十年耕耘，主持研究、設計、建造、運行成功我國第一座5MW殼式一體化低溫核供熱堆以及第一座10MW模塊式球床高溫氣冷實驗堆。

>China's grain reserves sufficient, supply secure
我國糧食庫存充足、口糧絕對安全

China's total grain reserves are currently sufficient, and stocks of wheat and rice, the two major grains, continue to increase, an official said on Wednesday.
國家糧食和物資儲備局糧食儲備司司長秦玉云11月3日表示，當前我國糧食庫存充足，小麥和稻谷兩大口糧品種庫存持續增加，國內糧食市場供應完全有保障。

Supply in the domestic grain market is fully guaranteed, said Qin Yuyun, from the National Food and Strategic Reserves Administration, adding that China's annual grain output in 2021 is projected to exceed 650 billion kilograms for the seventh consecutive year.
秦玉云說，今年糧食豐收已成定局，產量將連續7年保持在1.3萬億斤以上。

Noting that China's current grain reserves are at a historically high level, Qin said that with several bumper harvests, the country's growing wheat stocks are sufficient to meet consumer demand for a year and a half. Mounting grain reserves can ensure China is "basically self-sufficient in grain, with the supply of staple food absolutely safe," the official said.
秦玉云表示，當前我國糧食庫存處于歷史高位，以小麥為例，在連年豐收形勢下，庫存持續增加，目前可滿足1年半消費需求，確保"谷物基本自給、口糧絕對安全"。

>RCEP to go into force on Jan 1
RCEP將于明年1月1日生效

The Association of Southeast Asian Nations (ASEAN) Secretariat announced on Tuesday that the Regional Comprehensive Economic Partnership (RCEP) agreement, the world's largest trade deal so far, would go into force on Jan 1, 2022. The Secretariat has received instruments of ratification from six ASEAN countries, namely Brunei, Cambodia, Laos, Singapore, Thailand, and Vietnam, as well as from the four non-ASEAN signatory states of Australia, China, Japan, and New Zealand.
東盟秘書處11月2日發布通知，宣布文萊、柬埔寨、老撾、新加坡、泰國、越南等6個東盟成員國和澳大利亞、中國、日本、新西蘭等4個非東盟成員國已向東盟秘書長正式提交核準書，《區域全面經濟伙伴關系協定》(RCEP)將于2022年1月1日對上述十國開始生效。RCEP是目前世界上最大的自由貿易協定。

Implementation of the agreement will provide a tremendous boost to post-COVID-19 economic recovery efforts, said the Secretary-General of ASEAN, Dato Lim Jock Hoi.
東盟秘書處秘書長林玉輝強調，RCEP的生效將極大地推動新冠肺炎疫情后的經濟復蘇。

RCEP agreement was reached in November 2020 by the 10 member countries of ASEAN and five of their partner countries.
2020年11月，東盟10國和5個對話伙伴國正式簽署該協定。

According to the agreement, implementation of RCEP will begin 60 days after ratification by at least six ASEAN and at least three non-ASEAN countries.
根據協定，RCEP將在至少6個東盟成員國和至少3個非東盟成員國批準后60天生效。

>Greene accrues $48K in fines
美眾議員拒戴口罩被罰款

Republican Rep. Marjorie Taylor Greene of Georgia has been fined $48,000 for not wearing a mask on the House floor. The House Ethics Committee publicly disclosed on Monday that Greene has been fined 20 times for not wearing a mask.
美國眾議院道德委員會11月1日發布通知稱，美國佐治亞州共和黨籍眾議員瑪喬麗?泰勒?格林因屢次拒絕在眾議院佩戴口罩，被罰款20次，累計被罰款4.8萬美元。

After receiving an initial warning in May, Greene was fined $500 for her first offense, and $2,500 for each subsequent offense, which is in line with House rules. The fines come from Greene's salary.
今年5月格林首次因未佩戴口罩收到警告。按照眾議院的規定，第一次的違規罰款為500美元，之后每次違規都會被罰款2500美元，罰款將直接從眾議員的工資中扣除。
