>China releases 5-year plan for elderly care services
“十四五”國家老齡事業發展和養老服務體系規劃

China's State Council has released a plan for the development of the country's elderly care services system during the 14th Five-Year Plan period (2021-2025), in its latest step to implement a national strategy to address population aging. The plan specifies major goals and tasks for the five-year period, including expanding elderly care services, improving the health support system for the elderly, and advancing innovative and integrated development of service models.
為貫徹落實積極應對人口老齡化國家戰略，國務院日前印發《“十四五”國家老齡事業發展和養老服務體系規劃》，明確了“十四五”時期的主要目標和工作任務，包括養老服務供給不斷擴大，老年健康支撐體系更加健全，為老服務多業態創新融合發展等。

It lists nine major indicators, such as the number of elderly care beds and the ratio of nursing care beds in elderly care institutions, to mobilize society as a whole to actively respond to population aging.
《規劃》還明確了養老服務床位總量、養老機構護理型床位占比等9個主要指標，推動全社會積極應對人口老齡化格局初步形成。

>French Tinder hooks up with NGO to turn out young voters
約會軟件鼓勵法國年輕人為大選投票

Just a few days after Valentine’s Day, Tinder and the French NGO A voté made their liaison official, “to match Generation Z with voting”. The partnership kicked off on Thursday and will run through April 8 – two days before the first round of France’s presidential elections – and has one goal: to get more French youths to cast their votes.

Although the alliance might seem like a fun, new way to reach out to younger age groups, the campaign is a response to a serious issue in France: soaring abstention rates among young people.

A recent survey showed that 59 percent of French 18- to 30-year-olds who are registered to vote plan to abstain in the first round of the elections.

>China to adopt RCEP tariffs on Malaysian goods

As the Regional Comprehensive Economic Partnership goes into force in Malaysia on March 18, China will adopt the first-year tariff rates for member states of the Association of Southeast Asian Nations under the trade agreement on some imports from Malaysia, the Customs Tariff Commission of the State Council said.
《區域全面經濟伙伴關系協定》（RCEP）將于2022年3月18日起對馬來西亞開始生效實施。國務院關稅稅則委員會發布公告，自2022年3月18日起，對原產于馬來西亞的部分進口貨物實施RCEP東盟成員國所適用的第一年稅率。

RCEP was signed in November 2020 by 15 Asia-Pacific countries, including China and the 10 member states of ASEAN. It has already taken effect in 11 member economies.
2020年11月，東盟十國以及中國等15個國家正式簽署RCEP，截至目前，RCEP已對11國正式生效。

>China to bolster services, support for veterans
'十四五'退役軍人服務和保障規劃印發

China has issued a plan to further bolster the high-quality development of services and support for retired servicemen during the 14th Five-Year Plan period (2021-2025). The main objectives are to improve assistance, work opportunities, pensions and preferential treatment for veterans, while better protecting their rights, interests and dignity, said the plan jointly issued by the general offices of the Communist Party of China (CPC) Central Committee, the State Council and the Central Military Commission.
為推動退役軍人工作高質量發展，中共中央辦公廳、國務院辦公廳、中央軍委辦公廳日前印發《“十四五”退役軍人服務和保障規劃》）。《規劃》提出服務保障能力明顯提升、安置就業質量全面提高、撫恤優待制度更加健全、合法權益得到有力維護等主要目標。

To deliver on the goals, the plan outlines measures including improving the management system for veterans affairs, reforming the assistance system for veterans, supporting their employment and entrepreneurship, and advancing the system for the provision of pensions and preferential treatment.
《規劃》部署了完善退役軍人事務管理體系、深化退役軍人安置制度改革、全面促進退役軍人就業創業、健全撫恤優待保障制度等重點任務。
