兩辦：構建更高水平全民健身公共服務體系

China plans to build a higher level of public service system for fitness and physical activity, according to a newly released set of guidelines. The country will increase the supply of basic services oriented toward public fitness and sports to boost the population's participation rate and the accessibility of related facilities. The document was issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.
近日，中共中央辦公廳、國務院辦公廳印發了《關于構建更高水平的全民健身公共服務體系的意見》。意見提出，擴大公益性和基礎性服務供給，提高參與度，增強可及性，推動全民健身公共服務體系覆蓋全民。

By 2025 the per capita area of sports venues in China is expected to reach 2.6 square meters, while 38.5 percent of the population will be taking part in regular exercise, the document read. By 2035, the participation rate should exceed 45 percent.
到2025年，人均體育場地面積達到2.6平方米，經常參加體育鍛煉人數比例達到38.5%。到2035年，經常參加體育鍛煉人數比例達到45%以上。

>China issues plan on hydrogen energy
我國首個氫能產業中長期規劃出臺

The National Development and Reform Commission, China's top economic regulator, on Wednesday unveiled the country's first medium- to long-term (2021-35) plan to promote high-quality development of the hydrogen industry in association with the National Energy Administration.
國家發展改革委、國家能源局3月23日聯合印發《氫能產業發展中長期規劃（2021-2035年）》，以推進氫能產業高質量發展，這是我國首個氫能產業的中長期規劃。

Under the plan, China will seek to have around 50,000 hydrogen-fueled vehicles and a batch of hydrogen fueling stations by 2025.
根據規劃，到2025年，我國燃料電池車輛保有量約5萬輛，部署建設一批加氫站。

By then, the country aims to produce 100,000 to 200,000 metric tons of hydrogen generated from renewable energy sources a year, reducing carbon dioxide emissions by 1 to 2 million tons a year.
可再生能源制氫量達到10萬噸至20萬噸/年，實現二氧化碳減排100萬噸至200萬噸/年。

According to the plan, a relatively complete hydrogen industry technology innovation system as well as a clean energy-based hydrogen production and supply system will be formed by 2030, which will help in meeting the carbon peak goal.
到2030年，形成較為完備的氫能產業技術創新體系、清潔能源制氫及供應體系，有力支撐碳達峰目標實現。

By 2035, the share of hydrogen generated from renewable energy resources in the final energy consumption will be significantly expanded.
到2035年，形成氫能多元應用生態，可再生能源制氫在終端能源消費中的比例明顯提升。

>Crashed aircraft's black box found
東航失事客機一部黑匣子已找到

One black box of the China Eastern Airlines jet that crashed on Monday in the Guangxi Zhuang autonomous region was found on Wednesday. The black box, one of two on the jet, was preliminarily identified as the cockpit voice recorder.

It was found under surface soil 20 meters southeast of the point of impact at about 4:30 pm on Wednesday, said Zhu Tao, head of the Civil Aviation Administration of China's aviation safety office. A preliminary examination at the crash site showed the black box's exterior to be severely damaged, Zhu said. "Its data storage unit is intact but with damage. We believe it's the cockpit voice recorder," he said, adding it has been sent to Beijing for decoding.
據民航局航安辦主任朱濤介紹，3月23日16時30分左右，在事故現場主要撞擊點東南方向約20米處的表層泥土中發現了失事客機上兩部飛行記錄器（黑匣子）中的一部，現場調查人員對記錄器進行了初步檢查，記錄器外觀破損嚴重，存儲單元外觀也存在一定程度的損壞，但相對比較完整，初步判定為駕駛艙話音記錄器。“我們已將其連夜送往北京的專業機構進行譯碼。”

>Madeleine Albright dies at 84
美國前國務卿奧爾布賴特去世

Madeleine Albright, the first female secretary of state of the United States, died Wednesday, her family announced. She was 84.
當地時間3月23日，美國首位女性國務卿馬德琳?奧爾布賴特因癌癥去世，享年84歲。

Albright died of cancer, her family said in a statement, adding she was "surrounded by family and friends" during the final moments of her life.
其家人當天發布訃告，通知了這一消息。訃告中說：“她去世時被家人和朋友環繞。”

A native of Prague, then Czechoslovakia, Albright migrated to the United States in 1948 as an 11-year-old refugee, rising to the top of the US Foreign Service as she held the post of secretary of state from 1997 to 2001 during the Bill Clinton administration.
奧爾布萊特出生于前捷克斯洛伐克首都布拉格，1948年，奧爾布賴特一家因政治避難來到美國，當時她十一歲。1997年至2001年，奧爾布賴特擔任克林頓政府的國務卿職務。
