近日，教育部辦公廳、民政部辦公廳、人力資源社會保障部辦公廳、國家工商行政管理總局辦公廳印發《關于切實減輕中小學生課外負擔開展校外培訓機構專項治理行動的通知》，決定聯合開展校外培訓機構專項治理行動，切實減輕中小學生課外負擔。

China will establish a blacklist of after-school training institutions that have safety hazards, lack permits or have engaged in misconduct, the Ministry of Education said.
教育部表示要對快速發展的校外培訓行業進行治理，將對有安全隱患、無資質和不良行為的校外培訓機構建立黑名單。

中國教育學會發布的《中國輔導教育行業及輔導機構教師現狀調查報告》顯示，2016年我國現有中小學生1.8億，中小學課外輔導學生超過1.37億人次（more than 137 million primary and secondary school students attended after-school training institutions），市場規模（market value）超過8000億元。校外培訓機構競賽成績成為升學“敲門磚”，學校老師引導學生參加校外培訓的現象屢見不鮮。

此次專項治理行動聚焦六類不規范行為，可以概括為3個方面：

一是治理無資質和有安全隱患的培訓機構（institutions that lack permits and have safety hazards），把確保學生安全放在首要位置。

二是治理數學語文等學科類超綱教（training activities beyond the teaching syllabus）超前學等“應試”培訓行為，把減輕學生校外負擔（reduce the burden on primary and secondary school students）放在最突出位置。

The after-school institutions should submit their course curricula, enrollment targets and class hours to local education authorities for registration.
校外培訓機構開展學科類培訓內容、招生對象、上課時間等要向所在地教育行政部門進行登記備案。

They are not allowed to organize graded examinations or conduct competitions for primary and secondary school students, and the training results from these institutions cannot be used as criteria for future enrollment in primary and middle schools.
嚴禁校外培訓機構組織中小學生等級考試及競賽，校外培訓機構培訓結果不得與中小學校招生入學掛鉤。

三是治理學校和教師中存在的不良教育教學行為（misconduct in teaching），把強化學校和教師管理提到更重要位置。

Teachers who lure or coerce students to attend extra training will be dealt with seriously or even stripped of their teaching credentials.
教師誘導或逼迫學生參加校外培訓機構培訓等行為，一經查實，一律依法嚴肅處理，直至取消教師資格。
