國(guó)家開(kāi)發(fā)銀行日前成功發(fā)行120億元3年期綠色金融債券，發(fā)行利率1.63%。截至目前，國(guó)開(kāi)行已累計(jì)發(fā)行綠色金融債券1890億元。

China's National Development Bank (NDB), a key policy bank, has successfully released 12 billion yuan in the form of three-year green financial bonds, with an issuance rate of 1.63 percent. The NDB has now reached a cumulative total of 189 billion yuan in terms of issued green financial bonds.

綠色金融債券是金融機(jī)構(gòu)法人依法在銀行間債券市場(chǎng)發(fā)行的、募集資金用于支持綠色產(chǎn)業(yè)項(xiàng)目并按約定還本付息的有價(jià)證券。綠色金融債券的推出，為金融機(jī)構(gòu)通過(guò)債券市場(chǎng)籌集資金支持環(huán)保、節(jié)能、清潔能源、清潔交通等綠色產(chǎn)業(yè)項(xiàng)目創(chuàng)新了籌資渠道，有利于增加綠色信貸特別是中長(zhǎng)期綠色信貸的有效供給，是建設(shè)綠色金融體系的一項(xiàng)重要舉措，對(duì)于提高經(jīng)濟(jì)綠色化程度、推進(jìn)我國(guó)生態(tài)文明建設(shè)、促進(jìn)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展具有積極意義。

完善支持綠色發(fā)展的財(cái)稅、金融、投資、價(jià)格政策和標(biāo)準(zhǔn)體系，發(fā)展綠色低碳產(chǎn)業(yè)，健全資源環(huán)境要素市場(chǎng)化配置體系，加快節(jié)能降碳先進(jìn)技術(shù)研發(fā)和推廣應(yīng)用，倡導(dǎo)綠色消費(fèi)，推動(dòng)形成綠色低碳的生產(chǎn)方式和生活方式。

Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
